SUBROUTINE GJEINI - Initialize JETSET block data

This routine [1] initialises the JETSET [2] parameter commons LUDAT1,2,3,4,R (this routine replaces block data LUDATA).

GJEINI has to be called by the user before any other JETSET routine.
