0.9.2.3. Recording changes to your documents

Vaguely like the test case stuff, you might say: This is intended to be like the ChangeLog stuff supported in Emacs (`C-x 4 a'). It really only makes sense to use it after software is no longer undergoing cataclysmic change (after it is released perhaps?).

Anyway, the idea is to record your change notes right next to where you make them. [The program(s) to extract these notes and to collate them in the manner of your choice are not written yet.]
