public subroutine construct_moo_matrix(p, f, do, m)

this subroutine returns the matrix $$M_{ij c}= \sum_o^{\text{occ orbitals}} \sum^{\text{occ orbitals}}_{p} \frac{d O_{op} ({\bf R}) }{d {\bf R}} \left( 2 (i j | o p) - (i o | j p) \right)$$ it expects to find the MO-space twoelectron integrals in F%teint
